I vaguely remember this [[August 2006 GCC Meeting Minutes#Decision: 3]] decision going by last year and just wanted to note, for the sake of clarity, that the terms described would not fall into anyone's definition of open content that i have heard of. Freedom to copy is a part of it, but the freedom to modify and redistribute is also central, and these terms clearly do not allow this. If you did want to license any CNVC materials under an open license, it sounds like the closest thing would be the Creative Commons Attribution-NonCommercial-ShareAlike license.
