MHSA Background
The MHSA was passed by the voters of California in 2004 as Propostion 63 to encourage the support and development of services to people with severe mental illness. MHSA addresses six components of building a better mental health system to guide policies and programs:
Community program planning Services and supports Capital (buildings) and information technology (IT) Education and training (human resources) Prevention and early intervention Innovation
